rights to view/change jobs

Hi-
Does anyone know what dabase role/rights I need to be able to view/edit jobs
submitted by another user?
I have sql 2000 sp3a

To VIEW the jobs submitted by another user, you can put a person into the
TargetServersRole on msdb. That will give him rights to see all jobs, but
revokes the rights to create and add new jobs.
Sysadmin can see and modify all jobs.

Thanks, however I can't see the sysadmins role under msdb?
